NO, it can't be flush mounted,it was not designed to be.

Yes, you can use the Panama DC 54 inch fan on an 8 foot ceiling.I have 4 Panama DC's in rooms with 8 foot ceilings.
The short answer is yes but the overhead clearance will be uncomfortably low, from my perspective. You might want to consider a ceiling "hugger" fan, where the blades aren't as low. In my recollection, the blades on the standard Casablanca Panama, even with the short down-tube, will be only about 7 feet above the floor which could present a hazard to someone sticking their hands up toward the ceiling. You might want to check local building codes or at least ask someone at the pro-desk for additional guidance.
